so other than breaking the ice and ore rocks, are the hammer and axe actually -used- for anything in this game?

To the best of my memory, you can use them to chop stones and branches into material stone and lumber. I don't think you need that stuff for anything, though, so I almost never used my hammer and barely touched my ax.

Yeah, they're pretty useless. Material stone and lumber give you a little more money than just stones and sticks. I almost never use my axe, except when I'm upgrading something that requires lumber. I use the hammer more for the ore stones and such. At the beginning of the game, its kinda a big purchase for such a useless item.

You can also use the hammer to break ice during winter and ore stones to get ores or gems though you usually get junk. :/
