Summer weather...

I'm having a hard time getting the weather to be rainy with one blue mark of wind strength in Summer for the king fish. I know the day after you save is predetermined, but I go through the next two days without any luck. I've been reloading for over 45 minutes now. The closest I've come is rainy with two blue marks of wind. Argh! Is there some pattern that's making this predetermined, or what?

Neither of the days I've been trying are a festival or bazaar day.

I'm not sure how the weather system works but you can make a ring that adds strength to the wind when you wear it when you go to bed. It's the green ring (Peridot + Mithril + Adamantite). You can make it if you have the purple wonderful in the manufacturing windmill.
