A long time. If you search on here, there is a fertilizer guide that has a link to an excel document that really helps. (I'm too lazy to find the link...)
High quality sticks and weeds make better fertilizer which helps speed up the process. The document will tell you how much of a particular grade of fertilizer it takes to raise a star level.
I don't know why you can't put fertilizer down in the basement. Its just the way the game is. It sucks, but its not so bad if you have upgraded seed you can sow. I'm growing yams year-round right now.

I think there have been a number of HM games where yams have been very good money-makers. If I remember correctly, it's because they regrow very quickly, and sell for a good price. In games with a basement/greenhouse (SI and DS/DS:C), I always use them.
There's yam-only recipes in a couple of them too, I believe, which sell for more at least part of the time.
