Hey guys, i'm in the second year of my game in Grand Bazaar and Angelo has a red heart, but i'm still not getting the Blue Feather. Anyone know why?

You get the blue feather from Stuart and Ethel after you're at the orange heart with somebody.
Have you talked to them?
...Or are you expecting Angelo to propose to you?
