Why won't windmills unlock?

The windmill at the farm is supposed to unlock spring 23rd, right. Well, in my case it didn't. Is there any reason a windmill won't unlock? And is there anything to do about it? I'm a little nervous about this. And how does it work, does somebody stop by when you wake up, or do you talk to somebody?

Issac will stop by your house when you wake up, on the 23rd, to tell you he repaired the first windmill, the one on your farm. It should unlock on the 23rd, but if it isn't, I would just wait a little while... I hope it unlocks soon.

Yeah, I think it's weather related. It is raining ATM, so I probably have to wait until the weather clears up.

^You do have to wait until a sunny day. I've had the same problem before. It's a bit annoying if you really need to start making things, but just be patient.

Yup, it was weather related. As soon as it was sunny, he finally showed up and unlocked the windmill. Crisis resolved!
