windmills???

This question may or may not have been asked before, but I want to know something.
I know it says that you get the first windmill at the end of spring (cant rememebr the exact day) but I know that right now it is passed that day and I still havent got it unlocked. I unlocked it fine in my 1st save file.
Anyway, I was just wondering what pushes the date back? Does it matter if it is raining? Cause I have had non-stop rain since the 15th except for bazaar days. Every morning I get up and go out the front door and nothing.
Does anyone know why??? And I am on the last day of spring now, can I still unlock it in summer if it takes that long???

I don't know about that
But
Windmill 1 You get it starting on Spring 23 of your first year.
Windmill 2 Isaac fixes this one around Summer 17 of your first year.
Windmill 3 This windmill unlocks on Fall 20 of your first year.

There was another topic about this. It is caused by weather conditions. In order to unlock, it must be a sunny day. Also, no other person can come to your house in the morning (ex: Felix to tell you some unless stuff/give you something).
