She loves tea. Her personal favorite is cherry tea. But if tea's not an option yet, those blue flowers you can find in spring and fall are acceptable. You can also try blue or purple colored jewelry, although those are somewhat valuable to gift her with.

I could be wrong but the guide says that only throwing things into the water are considered littering and will net you a penalty in FP.

For me, the best gifts seem to be Blue Magic Flowers, Cookies, and Chocolate. I have her at a green heart right now, Late Winter Year 1.
