It's the same for Frey from RF4. I won't be surprised if RF5 looks like a town full of Japanese celebrities. XD

I vote coincidence. I mean they don't look that similar, though there's certainly a resembelence, and HM/RF hasn't ever really copied any of their designs as far as we can tell(the RF3 characters were especially unique.) so I'd say it wasn't intentional.
