I proposed to Ivan on Spring 1st, so we should technically be getting married on the 8th, BUT that's the beginning of the flower festival. So, do I have to wait until the end of the flower festival on the 12th until I can get married?

My guess, your wedding will probably be held on the 9th. There's really only the opening and closing ceremonies on the 8th and 12th. In other HM games, it merely pushes the wedding back one day. That'll probably be the case here.
