If you have access to the internet, simply go to the main page on the forum, and find the link at the top of the page that says, "register." The rest is pretty straight forward, but feel free to ask if you need more help.
Besides using the Fax number, you can send the required permission form to the mailing address listed on the email. It may take a little longer depending on how fast it is sent though.
