You need to either increase their heart levels or check a different request locations. The requests in the mailbox and request board are different and requests for a character can appear on either one. Also some requests require doing a specific request for a character they are close to, before they become available. So try that as well.

For Carmen if you do all her heart event requests then they won't appear in your mail or on the board anymore, except for the ones that are repeated like her wanting you to find and give her a certain item to her or to another villager so don't worry about the requests because the repeated ones will every once in a while show up in your mail or on the board, Hope this Helps

I know I didn't finish them I only did like 5 of them and there all at 10 lp

Are you checking both request locations? Also a I stated some events can only proceed if you have done a specific request for someone else. And example is completing the request for Gaius to accompany him while he mines ore. Which is essential to Raven's request progress.

For Carmen, try doing some of Carlos' requests. There's a Lover Snapper request you have to do at one point before you can advance with Carmen's.

For Sofia, try doing some requests for Evelyn or Sherman. (Or even Karina and Raven)

And for Collete, possibly some requests for Marian, Blaise, and Rusk.

yeah, i think so too. each event connect to each other, so make sure to check another character that has connections with them. and check both the mailbox and board.
