When a picture from photobucket says, bandwith exceeded, what does it mean and will you ever get to see the picture again?

Free photobucket accounts have a monthly bandwidth.
Once your monthly anniversary arrives(based on when you joined) your bandwidth will be restored and your images can be seen again.
Photobucket FAQ wrote:Why do I see a 'Bandwidth Exceeded' message?
If you have a Free Photobucket account:

1.Log into your Photobucket account.
2.Check your Monthly Bandwidth usage in the Account Usage panel at the left. If you've exceeded your limit, the logo replaces your images and videos.
Note: When you upgrade to Pro, or when your monthly anniversary date arrives, the bandwidth resets to zero, and your images redisplay.
Anyway I hope this answers your question.
