I got it from Howard. In Summer.

For Howard I had to make Hot Milk for the pan. It's possible it's just a random food that's cooked with the pot that's easily accessible.

The pan request should show up the 1st of Summer. As for the spice rack I'm not sure, Lunadora would have to tell you.

The spice rack was at Fall. You can only get one a month. Not only the cooking utensils, but EVERYTHING in this game is like that.
