I think you need to put the fertilizers right next to the trees, so if the trees are within one square from each other, the fertilizers should fertilize both trees if you put them like that:

Yup. Every month. Of course I think that sometimes Elaine's requests are more random, so if you want to make sure you can get it I recommend saving the night before you go talk to her about the request. If she doesn't have it, reset and try again.
Actually I think they're not that random. When you get enough friend level between the mayors, there is a tunnel upgrade, when you get to yellow (?) heart with a bachelor /ette you get the double bed, and (I suppose) when you marry, the triple bed. Other than that, you get farm/house upgrades. And it scares me the number of people that don't read what Eileen said about S expansions being hard, and still ask her to make it... geez, people, read the dialogues!
Could have sworn I read pink somewhere before, but can't find it now. I stand corrected (went from purple to full bloom red with Reina during the winter, so I figured the pink I remembered was right)
I'm just stating it is yellow because I REALLY just have cam on yellow, all the others are bellow that, and as I was all happy thinking I would get an upgrade for my field, or the rice paddy, or something USEFUL, I got the double bed request... Now, think how frustrated I got.
Tell me about it. I had the double bed request, now I won't get anything useful next season (summer) because I'm marrying Reina this spring so I'll have a child-bed request in the summer. By the fall, even losing the cooking contests I'll get to the 2nd tunnel request, so at this point it's may as well win the cooking contests and get the friendship meters maxed out so I won't have to do them again (not a fan of cooking, unless i need a specific dish to befriend a person). So unless I skip all of the cooking contests this spring and summer, I won't get a farm upgrade till next spring due to tunnel lvl3 in the winter =(

You seem to be on a worse case than me... At least I am not planning to marry this year (2nd year) yet...
I'm finishing my daily routine around 1pmish and ending most of my days as soon as I water my crops a second time (7pm-ish), since gathering random stuff around the mountain isn't that profitable or required for requests anymore, and the fishing income isn't exactly necessary. On the bright side, when I get the house/farm upgrades next spring, I'll be able to afford the 1mil house 'S' upgrade, should I choose to do it instead of more farmland (probably not).
