Until about Fall Year 4, when (if you planted a Cocoa Tree in Year 3) you can make your own, you can't.
But it depends what you need it for. If you are just looking for a gift to give away for one of the Harmony festivals, check out Howard's cafe. He'll usually sell some chocolate foods on/near that day. Anything with "chocolate" in the name will do for a Harmony Day gift - chocolate banana, chocolate ice cream, soft chocolates, etc...
I've been able to get some cocoa packs (gold colored looking square things) from a couple of Bluebell board requests, but those are only good for making hot chocolate, not any of the chocolate foods. For those you need a chocolate pack (silver square thing) which I've never seen as a request reward yet.
To make your own chocolate packs, you need to plant a Cocoa Tree seed (available for sale in Fall Year 3 I think - or if you're really lucky, a board request reward). Then wait for it to grow up. In the appropriate season it will give you cocoa beans. Then you need to put the cocoa into the fermenting maker on the Bluebell farm to get a chocolate pack from it, which is what you use in recipes.
