I think it's because you can line up all the images of the characters on the website if you assume they are all to scale.
But it doesn't really work that well since either some villagers will be inconceivably short (mostly referring to villagers, like Dunhill and Hossan barely reaching 4' tall, and many others being even shorter), or people like Celka and Gardner will be inconceivably tall, like in the 6'8+ range o____o
They are fantasy heights, so I guess it's whatever you want them to be. Either absurdly tiny or absurdly tall.

Unless he just has REALLY messed-up proportions, like huge head and hands twice the size of normal humans in the game, he is definitely shorter than the protagonists if you go by the artwork. I mean his proportions are really silly, mostly short legs and all but yeah.
If you stick him into that chart, it's something like...

The stance makes him look slightly shorter. But even if it were adjusted it'd only be a little past the protagonists' shoulders.
Him being short makes sense though otherwise he'd have a harder time hiding in bushes etc. to sneak photos and video of everyone in town.

Also Olivia is about the same height as Allen and Camembert is a little shorter than Dunhill. And the elderly villagers are practically gnomes
tl;dr: Don't let "height" play too much factoring in to which characters you like or don't like. Because once you look at the entire picture, most of the relative heights in this game are pretty weird.

It's Dunhill's.... hobby. yeah... there's an event about it...
Anyway, Olivia is the owner of the cafe stand and she's apparently from the same country as Amir and Celka. Since both she and Celka are unusually tall, maybe it's a typical trait of their race. (though in that case, Amir must be young enough that he's still growing, or just... shorter. hehe) Rebecca (architect) and Camellia (Gardner's wife) are tall as well, but not as much as she is.
Camembert is the chef who runs the restaurant in town, he's a really strange guy and reminds me of the Swedish Chef.
The 3D in the game is just... generic 3D? when you turn it on the image splits, the more you do it the further it splits, and the more crosseyed you feel after a while of looking at it. There aren't really any special effects I don't think. I don't like using the 3D because it's very distracting and drains the battery.
