What the heck does "move" do? Because those elves did not move my animals outside, which is what I thought it did??

What are you want to move anyway?

There are Enchantments that can be worked upon locations where Animals are kept as well:
Barn:
Charm: Raise your animals’ affection towards you.
Team: Orange
Lower Stress: Lower your animals’ stress.
Team: Orange
Feed: Feed your Animals
Team: Orange
Move: Move animals in or out of the barn.
Team: Orange
Ship Animal Products: Gather and ship milk and wool.
Team: Orange
Chicken Coop
Charm: Raise your Chicken’s Affection towards you.
Team: Orange
Lower Stress: Lower your chickens’ stress.
Team: Orange
Feed: Feed your Chickens.
Team: Orange
Move: Move chickens in or out of the coop.

Ship Animal Products: Gather and ship eggs.

Charm: Raise your pets’ affection towards you.

Feed: Feed your animals, lowering stress.

so it depend what's you want to move maybe you ask them to move other thing like a pig or else
so it maybe that's the problem

Move is not an automatic command. If you go into the barn or coop, you will find at least one orange sprite wandering around your animals. You need to speak to that sprite and will be prompted about moving your animals outside. At night you have to go back to the barn or coop and command the sprite to return the animals to the barn or coop.

You might want to only use one sprite, let the others wait on Sprite Island and have them on standby for feeding if Taro says a major storm is coming. Using more than one sprite will lengthen the span in which the sprite will move animals. One sprite can move twelve animals.

The sprite will also ask if it is done for the day. That will totally end the enchantment and that sprite or sprites will go into their resting period even though the enchantment period may still be in effect for several days. It is useful if you know in advance that you will have rain and want additional sprites available for feeding. They start resting early and will be available earlier.
