It takes a little time but people will move in. Just wait and sooner or later when you go to get on a boat Kirk will tell you someone new has moved in.

it takes like 2-3 days before people will move to mystic island and then talk to Kirk then he will say someone moved to mystic islands, you should go there to welcome them
