The feather's been in Harvest Moon ever since the first game back in the old SNES days. I really doubt they could ever make a game without it.
I think the ring is a nice option but you don't get to see the other bachelor's heart scenes if they arrive late. I sort of wish I had waited so I could see Amir's and Celka's scenes. It also lets you see the further heart events of only the person you've chosen.
I think you can use the ring to break up with someone as well if you show it to another bachelor but I haven't tried it so I'm not 100% sure on that.

And, that last bit sounds intriguing! I may have to try that an another file. =D
I remember the process of breaking up with a person was explained, but I forget how. I think it may involve lowering their heart levels, but I'm not entirely certain. It's somewhere around here on the forum, but I forgot where. ._.You can break up with your girl/boyfriend. They will even remember it if you end up dating them again later. I have no idea how to do this though and I can not see any in-game reason why you would want to do it.
And, people would do it just to see how the marriage candidates would respond! Some of them might be quite interesting. I think it's cool that the dialogue changes if you've broken up or whatnot. I think I heard that if you break up more than once, the dialogue changes, too. =O
As far as blue feather vs. engagement ring, I love the feather. It's such a cool tradition! I was sad when I saw the rumors about them removing it. However, I do hope the change the name of the ring. "Engagement" ring is a little confusing in English...

By "arrive late" I mean that Amir and such are usually the last to arrive to the village. If you have started dating someone you won't see they're heart events. So if you want to see all the low level heart events for the bachelors you'll have to wait to give the ring to your intended. So for me I didn't get to see Amir or Celka's heart events. In my mind they arrived late.
I think you can get someone to propose to you if you give them enough gifts. A wedding proposal is 150 gifts but I'm not sure if that's for dating proposal as well.

So Amir and Celka/Sanjay arrive last? Ok, now I gotta plan accordingly.
As for the Blue Feather, They (being Marvelous) would NEVER take it out! It would break tradition, and I think many, many people would be really upset, and it just wouldn't sell well, so they will never take it out! :{)

I find it weird that it has to be Saturday... Anyone know why that is? =/There are 2 ways to start dating someone
1. Show them the ring on a Saturday once they have a blue heart and you've seen the black/purple heart events
2. Give them 100 gifts and have them at a blue heart or higher (this will obviously take >1 game year) for a reverse confession
Once you're dating them, most of their dialogue changes and you can see the rest of their heart events, or do special events like celebrating birthdays together or romantic festivals. They also give you things now and then, like if your stamina is low they give you food (lol mooching).
You can only be dating one person; if you want to break up with them you have to lower their LP back to a purple heart I think.
And then once you're dating someone and they've reached a red heart + you've given them 200 gifts you'll get a reverse proposal. (but I don't know if giving them 100 presents for a reverse confession counts toward the reverse proposal)

I think it has nothing to do with culture and more the fact that your wedding will always fall on a Sunday as you're given 6 or 7 days to prepare for the event. You can also propose on the Sunday as well so it's really only a weekend thing.
You have to plan carefully though as it won't work if there's a festival on the next Sunday or worse, what happened to me and the wedding landed on my MC's birthday. I had to reload and avoid Rod so he didn't propose to me, just so I could get my MC's birthday presents.
