This has probably been asked before, but why won't some people accept gifts?

You have to talk to people once each day for four days and then on the fifth day after you talk to them they will accept a gift. I found out that festival days do not count. It has to be four non festival days. But it is OK if a festival day interrupts your four days. So if you talk to a person for two days in a row and then there is a festival you just need to talk to them on the next two days after the festival. That was probably more than you wanted to know.

if you give a gift in the birthday, you can bypass the 5days rule

You actually can talk to people on most festival days, you just need to go to their houses after the festival. Of course this won't work for festivals that end later in the evening.

You can talk to them but it doesn't count toward talking to them four days in a row for gift giving.
