Do you have 10 Hearts with Shea in the character menu? Also have you raised Mystic Island and met the church people? And is Shea still accepting normal gifts? If you lose someone's trust they will stop accepting gifts.

How many times have you tried giving the blue feather? Is there a festival happening seven days from when you tried? Did you have another event or cut scene happen earlier in the day that you proposed? I've noticed that you can't have more than one event happen in the same day. Are you proposing on a festival day?
