Upgrading town

In the main sticky for ANB, it says you can upgrade the town starting on Spring 25th. What does that mean? How do you upgrade the town?

The main goal or "plot" of this game is to restore the old abandoned village, so you can start making the town more town-y on the 25th of Spring.

I think you add stuff. You have to build the shops like the hair salon. If you want some people, you have to build their house.

And yes, you do get most of your blueprints from Rebecca. Some you get by mining, fishing and (I think) befriending villagers.
