It's one of the hardest festivals to do. They're so harsh! Most of mine have ended in failures.
I managed to get one to work and one that got an average. I'm going to attempt my current month's event soon but I'm not sure what to do for it. I might try either a cow theme or a sheep theme next.
It's seems to be that they like a theme, so items have to match. Also height variety is important so you need to add tall things along with shorter things.
If successful you get some money from the event.

I didn't know you actually had judges go through and look for it, I'm kind of intrigued by this, and kind of can't wait to see what you can build and how you can place it. This just adds another aspect of the game I'm looking forward to.
But, does it just always happen on the same day every month?

and it's like five days into the game and you're extremely poor trying to pay off your house payment. XD
But, I think it's awesome you can do a Garden Tour :3 I would probably go with a livestock/ animal theme if that is at all possible.
The judges are random villagers. So it's possible that you'll get your boyfriend turning up and totally slanting your Garden. Which has happened to me. 
It is completely possible to do an animal theme. There are cow and sheep fences that are really cute. Plus there's some animal statues you can make. There's also a full rainbow of benches you can make so you can colour theme things. Not to mention all the flowers that you grow can be potted to help with the decoration.
I really want to make an Asian theme but that would require a lot of bamboo and you only get that from random on the Sakura holiday.
