Will "Harvest Moon: A New Neginning" come with a non-3ds version as well? Because I have a DS lite and those 3ds's are really expensive

It doesn't stink. It's good that it doesn't have a ds version, the time for ds games are already over and to put this game on a ds will mean it will have to cut out a lot of the good features, making not many people want to buy it. Then they would lose money if people didn't want it.
I swear I hate some of the gamers I see, sorry if it sounds rude but all I hear is people « Baaaa *glomp* » if its not on the new consoles or handheld so it could have coolers features, then « Baaaa *glomp* » how it's not on the old consoles because they don't want to bother to try and get the new one. It's like they can never please these damn people.
Off topic a bit, sorry. But ANB is ONLY for 3ds. Sorry if you can't afford one. But save some money whenever you can.

I agree with Ducki. If newer games that come out were forced to make games for older platforms when technology has moved on, they will be extremely limited with the amount of content the game can have.
It's also hard to cross consoles like the ds and the 3ds just because of the differences in hardware. Not only because of the 3D capabilities, but what if a game required for you to use the D-pad and the analog stick? The ds version would have to do some major changes because of it's lack of an analog stick, and gameplay options would most likely turn out glitchy (that's why ToTT had so many problems for the 3DS - it was MADE for ds consoles, not 3DS).
Consoles like the PS3 and 360 often have shared games because they have the same basic setup.
