im trying to get mark on the island and on his page it says
You need to unlock 15 islands (excluding Sunny Island).
does that mean that i need to raise 15 islands or have them show up when i talk to the sprite?

You must raise all of them. Even if the sprite shows them, you still must raise them.

After you raise the 15 islands
make sure you visit each area, to make mark appear.
It mean you also need to build the bridge to connect the Link island with Fruit,Rice,Greenhouse island

Then in the next day, he'll appear in your house to greet you in the morning.
