I think I can see why everyone needs them. The fourth renovation plan calls for them. Though I an wondering if for some reason, they aren't available readily in fall of year 2? So I'm starting to kinda panic and wonder if I should find someone who has these seeds.

No, I think they're available to buy in Fall of year 2. But a lot of us don't want to have to wait until then to unlock certain characters so we need the seeds earlier to plant in Fall of year 1. If you don't mind waiting until Fall year 2 to unlock characters then I wouldn't worry about it.
Personally, I want to unlock Amir and Sanjay after spring of the second year and woo Sanjay to the point where I'll get a reverse confession and a reverse proposal so it will probably take me a little while in-game, which is why I need him earlier than Winter of year 2.
