The dinner party is a bonus to the birthday gift you may have already gave him/her that day.
If you go steady for a full year you'll also have an anniversary dinner on the date that you exchanged the Ring. Walk into your house after 7:00 pm to celebrate and receive a gift from your partner. (From what fogu says, I never experienced this but I may have forgotten what day we exchanged rings, since it's not posted on the calender. )
