Can't see Marlin and Celia's orange rival event

I have seen the first three just fine but for some reason I can't see their orange event. I did everything it said but for some reason it's not happening. I've tried at the right time, and I've waited the required year and he is at a orange heart level and I've tried at a lower level but nothing works. I've tried in every possible weather type but I still can't see it. Any ideas?
