Yes. Dunno if it gets harder to unlock,but you can still activate them without any problems (of course,they are random so it takes some time) you can turn them down and marry someone else,whatever you want.

How far into the second arc do you need to be to be able to marry Dylas?

Try going to bed with him in your party and see if he leaves in the morning and triggered that specific event.

idk if it`s meant to be like this but I`m seeing a pattern, the first accepted at 7, the second at 8, third at 9, and again as soon as he got to 10

The more lovers you have, the less chance you have with them at lower LP. I've also heard that confessing right after they hit a new LP level is pretty darn effective. But yeah, that's the usual pattern.

Forte was the first I asked and she just accepted at 8 -_- I feel like she would be more stubborn though.

I always try going to bed with him, but he never leaves in the morning. I'm at end of second arc (I just need to kill the last boss now) and I was also starting to think that I couldn't marry him yet...

You have to completely finish the second arc before you can marry Dylas.
