Can't have followers? (may contain spoilers)

So whenever I try to invite someone to join, they always claim they're busy. And with Dolce, she doesn't even have the "BTW" option up. I looked at my town events and it sais "The Running Sign" I think that may have something to do with it, but I have no idea what it is. Any ideas?

You're in the middle of a sub event involving Dolce. Until you finish it everyone involved can't join your team. Run around town to watch the event play out. I think it starts over near the flower shop and ends close to the lake.
