where to get DVD player?

i can't activate lumina's purple heart event because i don't know where to get the tv and the dvd player. the website doesn't say where i can get it. any help please? 
Both are purchased from Van, who comes on "any day that ends in a 3 or an 8" from "10:00 am to 6:00 pm", and "he will set up shop upstairs in Ruby's Inn."
You have to buy the TV first, then the DVD player will become available to buy.
