what exactly does that mean? I didn't think you had a chance to choose where the date takes place because you have to do all of them in order to marry.

The flower events are tied to a specific "good" location + flower level, so once you are at that flower level, make sure you always pick the right "good location" to have a better chance of triggering the event.
If it doesn't give you the right location, just pick whatever "good" location it gives you so you at least get the +100 FP, and try again next date.
