What is the absolute maximum livestock you can have in Bluebell? Edit I've done both the expansions, but it's still showing as an option. Why?

In Bluebell you can have a maximum of 16 livestock animals (cow, sheep, alpaca) after you have upgraded your pasture twice from Eileen's requests. You can have a maximum of 10 chickens, as well.

Okay that's weird... Because I've done both, but last time I upgraded, I noticed the option for pasture was still there!
