Does anyone know the exact values of Stamina/Fullness recovery for the dishes in the Diner and Cafe? I wanted to calculate each dish's efficiency. Also, do S/F points change when ingredients change when cooking?

Cher's guide has a list of all the recipes, which includes the dishes you can eat at the cafe and diner, I believe.

According to her How to Cook guide, the recovery is affected by what alternations you make to the dish, yes.

What is the recovery for water though?

Cher has a list of values, yes, but do they correspond with the food in the diner/cafe? Are they applicable to bare-minimum-ingredient cooked food?

Do extra ingredients affect price? Also, where can I get rice candy?

As I tried to express before, but admittedly my wording was bad, I am pretty sure that those values in the list are what they are at the diner and cafe.

I don't remember on the price. I think Rice Candy is a later in the game thing after you unlock the rice paddy and grow rice. Either you can make it from rice or only get it from the rice festival, I forget.

These numbers were taken directly from viewing the memory of the game. It should list all of the base items that you can buy before unlocking more. F=fullness S=stamina G=gold
The ratios on the right are for efficiency, that way you can get the best bang for your buck. Lower numbers mean cheaper to restore 1 point of that type.

Given that water restores stamina for free I tend to lean more towards items that have a lower gold/fullness value. Something like noodles would be optimal for that. If you're not willing into invest time into the free stamina(I wouldn't blame you) then a combination item typically weighted more towards stamina recovery would be up your alley.
Miso Soup from the Cafe is the best pure stamina recovery per gold. Noodles is the best for just fullness. If you need both I lean towards Fried Egg. Just remember if the food fills more points that you're missing then you might be better off eating something else as to not waste money needlessly.
