After getting the 6 heart/10 heart on the friendship between the towns, is it a guarantee that you get a tunnel renovation instead of a farm expansion?

I'm living in Bluebell right now because I have a higher chance in winning with animals than with crops, but I want to expand my Konohana farm the next season except that I have mended the town's friendship with 6 hearts. Will I wound up with a tunnel completion #2 or a farm expansion?

Yup. Once you've built the appropriate level of friendship between the towns, the tunnel requests will always override the regular farm expansion requests.
