If you are referring to his clothes and way of speech - he has slept ages in leon karnak.
I remember him asking me what the floating ship was, because in his time he always wished that he could fly.
So therefore in his time period, there wasn't anything like a airship invented yet.
And don't forget that he is or used to be a dragon priest. So that may answer the question, why his clothes differ so much from everyone else.
As for the tattoos on his face - i'd also say it may was a ritual thing for him to become a dragon priest.

How many times have you watched the RF4 opening and actually looked closely at it? Well you see Frey look out a window, Amber jumps, Dolce hugs Pico, then there's Leon. That's the part that got me. I managed to pull up the Home menu, pausing it at that moment, Leon's hair is swished back and guess what? A HUMAN ear is underneath. Look at his intro video. His 'fluffy' ear twitches. At first I thought it was one of his foxes he supposedly has. That's not all, at the beach in the summer it shows that his 'fluffy' ear is actually a part of him. So the only point I could actually notice his human ears is the opening. Has anyone have anything to add?
Haha if you're referring to the opening, why didn't you say to at the beginning? 
Well, I actually don't notice his cat ears at the opening.
The only thing I can think of is, that it may be his true human being before he sacrificed himself for ventuswill, leading him to transform into a "monster".
Just like Amber, Dylas and Dolce (Pico).
Other than that, maybe they forgot that he had cat ears and technically doesn't need any human ears and so they accidentally drew him some. xD
Or the whole "monster transformation" only changed their appearance a little, but the traits only work as accessories and don't actually have any use for them (like hearing, flying (Amber?)). I don't know.
We can interpret so much in this.. xD

Yep, the artist probably just forgot.
It does give people some fun material to work with, though, if one pretends that it wasn't just an artist mistake. I thought about the monster-y parts being results of becoming a Guardian- which does seem likely, and was probably implied in some piece of dialogue that I can't remember. Dylas was (is) a horse, Amber was a butterfly, Leon may have technically been a sarcophagus but his dialogue seems to indicate that he's bound to Sano and Uno somehow... I don't know about Dolce, though. Has she always been able to see ghosts?

Holy flying Dylas', Leon has four ears! No wonder he could hear what Forte and I were saying when we were by the Inn and he was by the Restaurant, he has super mega, ultra hearing! He can probably hear through walls, too. No one is safe from his trolling, no one! Quick, everyone, run for your liiiiiiiiiiiiiiiiife--*jumps out window.*

Until I had noticed his 'extra ears' I always got a bit spooked of how good his hearing is. Referring to the moment when Dylas is yelling all the way across town to dual Doug, I'm positive Leon heard that.
Oh, Leon spelled backwards is Noel so I guess your male child is 'destined' to be Leon's child.

LOL, I agree, I've had that too! I was talking to Forte by the clinic and Leon was by the black smith and he still heard!
