Do you mean a higher level than you? If so I don't think you can and IF you can it's super hard. The siren likes great 4-leaf clovers.
Here's a link to the list of boss taming items:

I don't know any good leveling tips off the top of my head, sorry :( .

You can tame monsters with a higher level than you but it would be really difficult.
(You could try brushing the monster until the notes stop appearing)
Spoiler:
I level up alot by fighting monsters at the sharance maze

By the time you get to monsters of higher levels you usually are already at a level enough to train them? At least from my experience? Unless you're going after them ahead of game just to tame them and whatever. But generally they keep things around the same level so? Idk man

Actually I've beaten the game and started over, even though I started over I can order the sharence (spelling?) maze. Even if I'm a level 5, as long as I go NOWHERE near the monster I can chuck a lot of food at it until it agrees to be my pet.

Make sure you save first but this is what I do.
For this to work I 1. find an area where there is only one or two monsters, 2. I avoid going near it like the plague, 3. through food at it and wait for the heart bubble to pop or until I can name it. If the heart bubble pops I get as safe distance away and chuck more food at it (make sure to bring a LOT of food.) If I die in the process or I come upon to many monsters I just reload/teleport out and start again.
