You have to ship 150k to Silk Country. At least, that is what the japanese wiki says. I unlocked it while I only had the Silk Country vendor so I cannot confirm whether it works in the other case (apparently it does not work, given your case), but I would assume that each vendor unlocks more things the more business you do with him/her.
