No, That book is a way to look to the blueprints you own, for instance to see what materials you need, without having to go back home and using the working bench.There is a book for blueprints for sale. Do I have to buy that before I can buy more blueprints?

He must have finished, since he says the barn is getting dirty, and you only get the barn after the upgrade.

It should be the last item on the blueprint list, I think. He only stays away from town 3 days in a row so you should get it pretty soon. It might be a good idea to try to get some iron before he comes if you haven't done so yet, since he doesn't sell 5 iron too often (unless maybe if you are playing seedling mode, where I heard people sell a bigger quantity of the items. I play veteran mode, so i cannot say anything about it).
