If it's the book you can buy at the carpenter's shop (I have the japanese game, so I do not know some english names) it is just a device to keep track of the blueprints you own. If you have it you do not need to go back to your house and use the working bench to see what materials you need for each blueprint.
Ok, well that can be helpful. Does it take a slot in your bag or does it just add a new option when hitting 'X'. My bag is staying pretty full at the moment.
It takes a slot in your bag, it belongs to the same category as branches, rocks, etc. When you want to look inside, you just go to the item menu, select it as any other object and choose "look" or whatever it says in english.
