Hmmmmmmm.......... I like this feature more than 1 and 2 wherein if you collapse in a dungeon you die so It`s okay for me

I think you're not looking at things properly from his point of view.
For one, most of the places that you end up collapsing in are very dangerous, monster-infested areas, sometimes right in front of gigantic boss monsters. Somebody has to pull your sorry, comatose body out of that area and bring you to the doctor's office. The fact that you are lucky enough to always wind up in the hospital means that someone is always coming across you before you bleed out or become monster chow.
Second of all, his number one priority is to ensure you are alive. When you are brought into his care after getting curb-stomped by a random wooly, he has to probably deal with stopping some bleeding, mending some bones, using his own supply of healing potions, etc etc. While you don't end up waking up completely healed and ready to jump into the next fight, you at least wake up. This guy works tirelessly to make sure that you do so.
As far as the price gouging goes, it's really the only way he can get you to think twice. Let's face it... we're all reckless. We'll bum-rush the same damn monster, multiple times, swing our plows at too many dirt patches, and throw ourselves headfirst up to our armpits into trouble. Jones knows this, and he knows there is nothing that he can say to make us think twice. Therefore, he applies a little more incentive by hitting us where it hurts the most, right in the moneybags. It's a cheap, dirty shot, but it gets the point across, and pays him for the supplies and stress of having to bring our sorry « Mr.Gourmet's shoes » back from the brink of death every other Tuesday.

It's pretty much the game's idea of game over. It's either you die and have to reload or you die and pay up. I'd rather choose the pay up instead of having to starrt over from the last saved file because I hardly ever save.

I agree with Mazrem, Jones does sort of have to know how to get you out of dangerous areas - either by going in himself or using some sort of spell or whatever to get you back. And he does heal you a bit, basically just enough to get home, but still (plus, if he healed you up fully, obviously a lot of people would go right back and probably wind up in his care again).
I believe he has said he doesn't want you to be in danger, so taking all your money is something that might make people stay in town at least a bit longer, or at least grind a bit more before they go into a dangerous fight so they don't have to pay up again.
I think I've mostly gotten Nancy at night, so maybe she doesn't charge you since it's probably too late to go back out right away, anyway.

It's even more simple than that.
There's only so much that a doctor can achieve. Their main goals are to stop you from dying, disinfect your wounds, and dress them so that they can properly heal. Most of the healing, however, comes from your own body. Coming out of the doctor's office, exhausted and weakened after getting beaten up in a huge fight makes sense, because there are limitations to what can be achieved through a doctor. They can set bones, stitch up lacerations, monitor exhaustion, so on and so forth, but at the end of the day, the most it can do is set you up in the best way possible to ensure your own body heals itself both properly and swiftly.
I'd say he's actually an amazing doctor, considering he can get you up and running good as new, requiring only one good night's worth of sleep.
