How do you get the bamboo blueprints from Sakura Country

I split my files a while ago and I started playing the second file (which was like a season and a half earlier than my main file) and as soon as I got to fall like 4 different bamboo themed blueprints unlocked for purchase. I had not really done much in the file at all, and I don't even think I had shipped anything yet. So I guess my question is why did it unlock in file 2 but not file one? I did a lot more in the other file so I have no idea what it could be.
