Question about new game+ friendship

So I thought you get 10,000 friendship starting if your choose that, but is that only for some people or all the villagers? Or is it not 10000 friendship points? The reason I ask is because according to Cher's guide when you are at 10k friendship you would get "..." But so far I checked Otmar, Mostel, Eda, and Veronica, and they have the angry swirl still
