Unlocking Licorice (closed)

Why can't I unlock her?
I'm in Summer of Year 2, walked from Rice Paddy field to the Piedmont (bridge area) between 7:00-10:00 on a sunny Saturday.
Is there something else I have to do to trigger it?
It's bad enough I had a typhoon, two rainy days and a third where I forgot to walk through that area at its designated time. Now that I'm running through the two maps back and forth between 7-10 and no trigger event.
[edit]Never mind, she just showed up at 7:46. Not sure if there are specific time she decides to pop up. Just weird why it didn't trigger before that.
