HM:MM Theodore Isn't Visiting

So I've been replaying Magical Melody and have two files that I have all the requirements for Theodore to come and take me to get the Blue Feather. However despite that he hasn't. There have been several non-festival, sunny days. So I'm really confused. If you can help that'd be much appreciated. Thanks!
