I have the materials but I can't use them. Why?

Did you use the studio connected to your house?

You should be able to, though you can not create anything with the blueprint menu when you hit X. That only allows you to view your blueprints and materials needed. To actually create anything you need to use the studio which can be accessed from the right side of your house

Also I'm pretty sure you can't use any items on hand, if I'm not mistaken. If you want to be able to use the items they have to put into storage.
Also make sure you can actually make multiples of the item you want to make! Sometimes it stops you at 1.
