I've completed all 3 tasks for restoration plan 1, but dunhill still hasn't came to my house...any suggestions?

Place the items in town and then go to bed. That should trigger him

I've already done that... I even made sure I placed the correct number of street lights, benches, and topiaries

Are you sure they are placed in the town area and NOT your farm? It doesn't register if they are in your farm area. I remember putting a well in my farm area and it didn't register for the restoration plan until I put them in the town area.
