I was checking around about how to get Bamboo Shoots and I just wanted to confirm: If I plant Bamboo and just leave it, will I be able to harvest Bamboo Shoots?

No idea but I do know that you can buy them from Sakura Country.
Can you actually plant is?
Some of the stuff vendors sell is used as a material or a cooking item. I made that mistake with Sakura thinking I could grow trees from the twigs he sells.

Yes, bamboo shoots will appear around the bamboo plant in Spring.
You cannot use fertiliser though. I tried and couldn't. Star level will only increase with in-game years played just like wild items you forage.
