I think any character will start giving you bd gifts after the 30,000~ FP mark.

All the characters will congratulate you regardless of FP.

What color is his flower? Think it needs to be green and you two are dating for him to give you actual gifts

You get gifts from everyone at blue flower, 20000 FP as far as I know... You don't need to be dating anyone, I'm pretty sure. Klaus gives perfume as his gift. Also, you'll get a birthday letter from the bachelor/ette with most FP if you're NOT dating. If you are, your beloved will ask you to ho to your home at 17:00 I think, and THERE he'll give a gift.

I'm on red flower level but not dating yet (waiting for reverse proposal). And yes, I got perfume from klaus while talking to him on my birthday

But I don't get any present from other barchelor even they flower is at pink and blue

I think they won't give you anything or say anything special if they're currently working.
