Probaby they thought it was abused too much in Awakening, especially paired up with the Exp DLC. I like this change though; the developers want us to plan I ahead. General rule is to promote at 20 because you'll get the most out of your level ups. Reclassing depends on if you just want skills or want to change classes for the unit (i.e jumping into one class, level up for skills, and jump back into the original class vs leveling up to 10 and reclassing to a better class for the unit and leaving them there). That does make sense. I'm currently support grinding, so, naturally, it ends up being skill grinding as well. At least in my first Revelations playthrough and my second playthroughs of Birthright and Conquest it shouldn't be like this again.
